The idea of "watchers" in St. Mark's Square is a good one, but their success will probably depend on how forcefully diplomatic they are. In Atlanta's downtown area, there are several dozen "Ambassadors" who wear special uniforms and are always available to help tourists as well as to reprimand them. A careful balance of aid and discipline is what seems to work for them. Good luck!
